You have to have it plugged into power and pc at same time. Some devices I own, cell phones, tablets, etc charge on it. Some don't. But again that may be user error.

If you are using the hub just for data transfer or devices like keyboards, mice, etc. you do not have to have the A/C adapter plugged in. If you are using the hub to charge you will need to have it plugged in. I’m sorry for the confusion.

Could not get it to play nice with my USB3 controller. Only works with USB2. Is it the hub? Is it my computer? Don’t know. Frustrating either way.

This means it's basically just another hub you can get anywhere. If that is the case, not sure why it needs a power cord at all?
