Confusing and weird Stainless Steel Texture

The only confusing concern I have is the texture of the stainless steel. Every time I try to clean it, no matter what type of rag I use (whether soft, or lint free) it's like it sticks to the stainless steel and leave behind lint? Does that make sense. Only reason I gave it 4 starts.
