A: Yep, it does blow air. It is the equivalent of a hair dryer as far as electricity consumption goes. So if one of those does not trip your breaker, you are good to go.

Q: Are these heaters safe to run during the night while I am asleep? Is there any risk of a fire?
A: First... directions warn the operator to plug directly into the wall, and NOT an extension cord. Keep all combustible materials (papers, pillows, bedding, clothing, and curtains) at least 3 feet away from front, back & sides of heater. Never place the unit where it can fall into water... as in the laundry room, bathroom... etc. I do use it occasionally in the bathroom, and I set it on the floor for a short time, to take the chill off as needed... I keep it away from water. The unit gets hot... don't touch the surfaces till it cools down. Keep it away from children. Always turn it off, then unplug it after use. All that being said, I fully intend to run it when I sleep. Just keep it on a flat surface and follow the instructions which are included in the box. There is no warning which advises against sleeping with this nice little Insignia compact hearter on. This is a GREAT, effective little heater. It does a better job than larger space heaters I've had in the past. I love how quickly it warms a room. Please do keep in mind that it is made for indoor use only.
