A: It covers both outlets. It’s designed to be plugged into the top outlet and there is a stem that sticks into the ground of the bottom outlet to make it more secure and stable.
Q: What is the charge rating of each USB port?
A: 5v 2.1 amp. This charger will not do fast or superfast charging. I have tested it with my Samsung wireless charger and Galaxy S21 Ultra

A: No I don’t believe that a USB port detects when a device if fully charged and yes they draw a charge even when there is no device plugged in

A: It means that if the product malfunctions under their specified terms of "Proper" use that you will be reimbursed up to $100,000 dollars. (That does not guarantee that if something goes wrong that they are going to pay you the full $100,000 dollars, but it means that whatever your electronic items that were plugged into their surge protector they should reimburse you for the cost of all those items.
