It's a spare cable!

Anyway, the cable works and conveniently fits in my laptop bag (no surprise there) so I always have a spare with me.

Microsoft Band Charger

Charger does NOT come with a USB wall plug, so you'll need to use one you've already got, buy one, or charge it off of your computer (I haven't tried charging it off of the computer but I assume it would work). Works as expected.
