A: Pre-owned is just plain used. Factory refurbished means a certified technician took it apart and fixed whatever was broken or worn out. Refurbished is better. Used is like a car - it’s unknown.

And, if you live near an Apple Store and have any issues the Genius Bar is great. Thankfully I have had no issues with my iPad.
