A: Yes, you can hook up the computer to your tv via hdmi. As for a good gaming computer? This pc is meant for office use as it has no graphics card, but say, if you were spending all your money on this now, in a little while you can get a less expensive gpu like a 750 ti or a 950, or even the 1060 when it comes out. Then, this pc would be great for gaming.
