Truly a blunder from HP here.
A: My sense, having bought 2 Spectres (both the 2017-model *and* the late 2020 14 OLED 3:2) is that HP has steadily increased both its build quality and quality control. My only complaint with the 2017 Spectre was the underwhelming battery life. HP solved that problem, while also adding a taller display for productivity, a bundled pen that works very well with the touchscreen, and what I think is a gorgeous, convenient gem cut design with an angled rear USB-C port. Every item out of the box felt more premium 3 years later, except the leather sleeve. But most other 2-in-1s don't have a sleeve included, so it's all gravy. Intel Evo certification creates a fast and efficient experience. Feels more like starting a cell phone than a traditional WIndows machine.
