A: I've had the same problem with the all black 2.0 PNY thumb drives. Three of the five would not engage my Dell laptop usbA port. Yes, the cover can be removed. I used a knife and a small ChanneLock pliers. But this is dangerous to one's hands and fingers. If you have a hobbyist friend with a Dremel tool, I should think you could cut the sides of the sliding cover and remove it. Fingernail polish remover applied with a cotton Q-tip along the sides of the sliding cover might soften it enough to remove. Again, this is risky. But that extra 1-2mm of engagment makes all the difference.
