“My AUG 2011 HP 17.3 inch laptop drives me CRAZY with its noisiness. Yes, it is now almost 7 years old, but it has always been noisy. Has this "defect" been improved in 2018? I'm very wary about HP laptops for this reason.”

Fan technology has not changed very much in the past 7 years. The difference between a laptop today and in the past is that the processors are more efficient. They run faster on less watts which means less heat output. The fans should be near silent on regular use and should only really crank up if you had a gaming model or were pushing the computer harder than it is designed for.
