“Why does this say it has a refresh rate from 75-144hz? I mean isn't it best to assume that people would want a higher refresh rate? Why have this range? Does it serve some sort of purpose for choosing the lower refresh rate? Just curious...”

This would be the range for Gsync/freesync. It matches your refresh rate with your fps, this is to eliminate screen tearing. As I understand it you can turn this off and have a set 144hz
