A:AnswerAdobe Photoshop (Photo & Design)
Photoshop focuses more on RAM and high-speed temporary storage ("scratch disks").
Operating System: Windows 10 (v22H2) or Windows 11; macOS 12 (Monterey) or later.
Processor: 2 GHz multicore Intel/AMD with 64-bit support; Apple Silicon recommended for Mac.
Memory (RAM): 8 GB minimum; 16 GB or more is highly recommended for complex projects with many layers.
Graphics (GPU): 1.5 GB of VRAM with DirectX 12 (Windows) or Metal (Mac) support; 4 GB recommended for 4K displays.
Storage: 20 GB of available space; an SSD is strongly recommended for use as a Photoshop scratch disk.

Adobe Premiere Pro (Video Editing)
Premiere Pro is heavy on the processor and RAM.
Operating System: Windows 10 (v22H2) or Windows 11; macOS 12 (Monterey) or later.
Processor: Intel 6th Gen or AMD Ryzen 1000 series (Minimum); Apple Silicon M1 or newer (Recommended for Mac).
Memory (RAM): 8 GB minimum; 16 GB is recommended for HD video, and 32 GB for 4K.
Graphics (GPU): 2 GB of VRAM minimum; 4 GB to 6 GB is recommended for smooth playback and rendering.
Storage: 8 GB for installation, plus extra high-speed SSD space for media and cache.
A:AnswerYes. In Photoshop you are able to do that by using the Freehand crop tool or a "set" ratio that has been uploaded by adobe and apply it to the image. You can do the same thing with Premiere Pro as well (instructions will be a little bit different but not by much).
