Does this need to be connected to WiFi? null

You don’t have to be on Wi-Fi to use it. The iPad Mini 4 works offline for things like downloaded apps, photos, videos, and notes. But anything that needs internet like browsing, updates, streaming, online games, will require a Wi-Fi connection unless the model is the cellular version and you add a data plan.
