• If you buy the phone in store, they are considered unlocked. Only if it’s bought outright. If it’s installment billing, (IB) the phone then becomes locked to the carrier. (Experience: Best Buy Mobile employee)

• Yes, but once you choose the carrier it is locked to that carrier. If you choose then that you want a different carrier, you have to go to the carrier you currently have and unlock it with them and then the phone will be unlocked again.
