I don’t think so. The connect for the appleTv must be WiFi or Ethernet cable. Sounds as though you have no way to provide broadband to the device.

The streaming may be stopped every so often to “buffer” the content and true 4K content may appear grainy because all the data needed for high quality smooth content will take too long to download using the data channel from your phone. I would not recommend it because the other variable is: who is your carrier and how close are you to a transmission tower of your carrier for the data plan to be fast.
