• You can use the apple tv app to purchase movies but you can download apps like hulu, netflix, prime video, etc. The 32GB is the amount of storage you have to download apps, music, pictures and many other things.

• No. Netflix, Hulu, and prime come preinstalled. The 32GB is so that you can download other video content app (like HBO Now or Starz) as well as games from the Apple App. You do have to sign in to the services that you want or rent movies from iTunes.
