• Only up to the limitations of the applications built into it (currently Netflix, Flicker, Youtube, MLB, NBA, mobile me). But that doesn't mean something wouldn't be added to the operating system sometime in a future update!

• No. Even though it requires internet access, there is not a web browser available on Apple TV.

• No, it does not have any web browser functionality. It is basically designed to stream your iTunes library from your computer, rent movies, and access a few streaming services like Netflix.
