Well, Sort of. First you can only access the camera and library from a mobile device (phone or tablet, i use android but there may be apple support too), however you can download the video files from your phone or tablet, and then play them back if you can send them to any device (i.e. vai cloud drive or something) including a PC i would guess.

Yes, you can log into the Netgear Arlo site at https://arlo.netgear.com/#/login and monitor your cameras from a laptop, PC, etc. You can go into the Library tab and view your videos. There is an option to download. When it records motion or sound (in the alarmed mode) you get an e-mail and a link to the video to view. This link goes away in a few days so you need to retrieve it from the Library before your 5 day period expires (unless you have a paid plan).
