Many factors attribute to bottlenecking, for example if you have insufficient psu (power supply unit) to continuously supply power to all of your hardware including your gpu (graphics processor unit) then you will have a bottlenecking situation. If you have a cheap motherboard aka mainboard, baseboard, that has cheap capacitors and less than optimum card slots that don’t support ddr6 ram then you have a bottlenecking situation also check the gpu’s slot lane transfer speed. There are many factors, your lack of sufficient space or a slow hard drive can cause bottlenecking. Insufficient cooling can cause bottlenecking, your processor can also cause bottlenecking if it isn’t up to par. Running tons of programs in the background can bottleneck you. As for your particular processor I do not know as I have the i7 8700k which is said to work fine with the 30 series. Bottlenecking happens mostly in improperly paired parts that do not accommodate one in others limits to output at their optimum peaks. You should search Nvidia’s Forum to see what there forums say about your particular cpu paired with their rtx 30 series card. Hope this helps.
