“How can the ringer volume level be set to stay at maximum so that it can’t be lowered whenever my mom holds the phone. The volume control on the side of the phone is very easily changed whenever my mom picks up the phone. Poor design”

Don't think it can be set permanently. That's the purpose of the up/down volume buttons. I'm afraid your mom will have to hold the phone just below those buttons.
