No - you have to buy prepaid calling cards from the carrier (AT&T) which is flexible, so you don't have mandatory monthly commitment.

The phone works off a prepaid At&t plan. I believe they range from 30-60$ with discounted plans if you chose auto-enroll. The phone when purchased does not come with a plan already on it. You have to either purchase a card or pay with your credit card.
