The dual-outlet charging is only possible when connected to AC. If you have a laptop that is USB type C you may be able to provide some "extra juice" using a USB type A to USB type C cable (I wouldn't recommend it). Note: The charger that comes with a New MacBook Pro 13" is 61W 3A (USB PD), the USB port output on this device is 10W 2A. That being said, if it does charge it would take forever.
