Yes. The arm can go in any direction. However, once mounted in either direction, the phone cane be turned 360 degrees Without having to move the arm. Also I have had several suction to the window mounts in the past. None, close to sticking As tightly on the window as this amount does.

Once you suction device to smooth surface you can adjust the mechanism to suit your needs to whatever, vertical or horizontal.

yes , you could actually do it both ways 
 you can either have The stem go upright to be in the vertical position or you can spin the phone to the vertical position I'd rather have it in the horizontal position myself when using the Maps application on my phone
