• Hi, yes this device can use a SIM card. It can hold 2. Our phones are GSM unlocked phones. If safe-link is GSM in your area, you can use it.

• Yes this device use 2 sim cards. But i'm not sure about the safe-link.

• It does use a Sim, and it should because it's GSM unlocked.
