The one I bought for my daughter for Christmas HAS Windows 10 pre installed.
Sorry, there was a problem. Please try again later.I think we had the same problem. When we hooked up the computer, it turned on but that's it, no desktop screen or anything. Ended up sending it back to the company service center. When it was sent back to us and hooked it up, we had the same exact problems again, no screen. This time we went to our local BB and ended up getting a refund for a defective unit and ordering another identical one. When this one was delivered to BB for in-store pickup, we had them unpackage the new computer and power it up to a monitor to make sure there is a desktop screen, etc, before we even left the store. It worked at it should so they repacked it for us to take home. Hooked it up at home and it is still working as it should.

As to the cause of the issue, it is most likely something as simple as a cable that came loose during transit, as the O/S would have had to have been installed for the system to go through, and pass, our integration and testing processes.
