I had no issue related to full charged battery. It is possible that you will need to return it. Best thing to do is to call Dell support. They are usually very helpful.

I was warned by Batteries Plus to make sure I charged the laptop completely the first several times I used it and make sure that I ran it down to below 10% every time, too. This is supposed to help the battery life and so far it has worked well for me. In your defense, the last 1% from 99 to 100 charge does seem to take a good 10-15 minutes, though.
