No, touchs screens are built with sensors for the touch. In the old days it was built with beams of light where your fingers intercepted the beams. Now I thing it's newer technology but exactly what I don't know... runs like a smart phone touch I think. But no a normal monitor won't work. Hope this helps.

If your current monitor does not have that capability you'll have to buy another that does. Just Goggle "touch screen monitor" and go from there with prices and reviews. You should always shop around, both online and in store to get the best deals. Just educate yourself first so you know what you're looking for and talking about. Or just buy a laptop.
