Yes it has a camera. The warranty I really don't know how it works.

The DELL E6430 I bought does have a built in web cam. The laptop also came with a warranty, but not from Best Buy, it was from the company that performs the refurbish. It's not a long term warranty, just meant to provide some piece of mind that you aren't getting sold a lemon. This machine has worked flawlessly so far. I bought an older Latitude over a new Inspiron because of the build quality. Latitudes are more business grade and are just built better. Also, there are a number of websites that have new and used parts for this laptop should you need to fix or upgrade something down the road.
