The CPU is what will be reliant upon and yes it can. I deploy these versions of optiplex's to clients frequently. For basic office use or minimal function (Watching youtube/netflix/hulu, data entry, etc) these will work just fine. The older CPU does mean you need to update the firmware as it will have the spectre/meltdown intel vulnerability. Also be sure to check for drivers with your USB to VGA adapter as some only work in 2.0 slots and others are heavily reliant on 3.0 slots.
