Then I recommend using the ARC between your TV and Receiver. That way you should be able to control the volume with your TV remote as well as the Receiver remote. Some TV's will automatically switch the control to the external control source, but either way you should still be able to use either remote. I have a Sony Bravia connected and I can use either with the ARC -- Audio Return Channel.

For your situation, you will probably need a wi-fi enabled receiver from a manufacturer who also offers an IOS or Android app for remote control. Then you'd need to install that app on your phone or tablet and use that as your remote. You could buy a cheap or used tablet and just dedicate it for use as your remote.
