Does it have a range of 3.1 miles null

Range is dependent on the amount or lack thereof of any local interference. I suggest the inexpensive parabolic range reflectors they do work and they do help in extending your overall range. Open areas obviously give you the best range while a rural environment will have you competing with local WiFi, trees in the area, buildings Etc.
