“What is the max safe wind speed for this drone to fly in? I ask because I live near the ocean with average wind 10-15 mph. I bought the Tello that drone get blown around too easy.”

The max it’s recommended for us 17 but I wouldn’t fly it more than 20 mph. It does really well in those speeds, I’ve been really impressed with it since I’ve had it. But If you must fly it in those speeds be very vigilant because it can get carried away and hit the home button right away. But I wouldn’t fly in those speeds very often unless you absolutely have too.
