How would someone who's charging their portable charger know that the charger is done charging My portable charger that I bought has a red and blue light and lights up blue when I am charging my phone, but will only charge for only a minute.

The light will show red while you are charging the Dynex battery. Once it is fully charged the LED will change to blue. The light will stay blue until the capacity of the battery is below 25%, then it will turn to red again.

The unit may have an issue. The charging board may be shutting down due to fault. It's a safety feature.

The upper blue LED is on steady when it's fully charged. The lower red LED will be on steady while charging and when it is less than full. The red LED will blink when connected to a device and is running low. I had to test that to find out. Confirmed.

are you sure it isn't still charging? When I use it, the light goes off after a minute, but it is still charging.
