Some electronic devices like USB-connected devices are able to run using the power from the input cable. The input to this device is an optical cable rather than a electrically conductive cable. That input cable just brings quickly-blinking light into the device, no power. So, you need power from elsewhere. It could be batteries, or it could be a power cable. In this case, the device has a power cable.
