• Not sure about the Surface Pro 3, but I used my Surface 2 and it worked fine.

• Yes, I print to it from my Unbranded Windows 8 tablet which is comparable to your Surface Pro 3.

• Yes, the Surface Pro 3 connects to the printer through out WIFI connection.
