Does this allow for live stream capture? null

I use this to record from the switch and I use my webcam as well. I just plug my webcam into the back of my pc and the card in the front and have a setup to record both at once

Yes, this supports livestreaming. You're able to stream to any streaming service, i.e. Twitch and YouTube, at 1080p 60fps.
