Will this work with a 460 Watt power supply? null

So long as you have an 8 pin VGA connector on your power supply it will work. I have upgraded someone who went from a 2600x and 1070ti to a 3900x and a 1080ti. It worked just fine, this GPU will be fine

no you need at least a 500w power supply.
