She will definitely need the small sized tracker. The steps along with several other details are visible from the tracker including Heart rate, distance, and the calories burned. And of course, the time is displayed in a format the is somewhat customized. When connected to a smart phone, the watch will act as a remote control to the music app, allowing you to control the music while wearing headphones. She will love it!

It comes with a cable that plugs into a USB port (such as on a computer) to charge it. So it doesn't come with a charger as such, just the cable.

You should know though, that she should check to make sure it's fastened securely because especially in the early stages the band is kind of stiff. My daughter's wasn't clicked-in all the way and it dropped off. They're so light it's possible to not notice. She recovered it immediately though. Everything but the sleep info displays on the face of the Charge in the order you want once you set up the software. It does come with a USB charger and wireless dongle for syncing it. Mine charges very fast in a USB 3.0 port while I leave the dongle in a 2.0 port all the time. (it's small and could easily get lost.)
