Yes, you can sync with your computer. It comes with a usb adapter that conects without wires

Yes you actually have to attach to a PC or you can not charge it up.

Fitbit is able to sync with PC or Mac via the included usb cable or to your mobile device over wireless.

Yes you can connect to a PC. I prefer the dongle that comes with the Fitbit that hooks into your PC. I am not a fan of the scaled down "mobile" versions on my tablet and phone.
