You can sync using the Garmin Express Application on Windows. Just do a Google search for Garmin Vivosmart HR sync with computer.

If you visit www.garmin.com/express you can download and install Garmin Express.  You can then connect the vivosmart HR to your computer to complete the set up and sync your data with Garmin Connect.

You can connect the vivosmart hr to the computer. You will need to go here: https://connect.garmin.com/en-US/start/vivosmarthr/express and it will give you directions of how to pair it.
