Hi - Thanks for choosing GE Model GTE21GTHBB and welcome to the family! At initial startup both fresh food and freezer controls should be set at the normal setting or mid-point settings as indicated in your Owner's Manual. On average, it takes the refrigerator 24 hours to reach a stable temperature upon initial startup or each time the settings are changed on the temperature controls. If the refrigerator or the freezer is less than 3/4 (three-quarters) full or if the doors are opened frequently, it may take longer than 24 hours for the refrigerator's temperature to stabilize.
