It is a HE washer, by default it will not "fill" with water, it will only put enough water in to do the load and save resources. It has a "deep fill" button that if you press it will fill the washer all the way with water, like older models used to. My instruction manual detailed how to do this, if you didn't get one from the seller you could look on GE website and try to download one maybe.
