“On precision fill, the clothes are moistened but no appreciable water is in the tub; the 'fill' light blinks on and off continously but the machine does not reach the wash cycle. The medium fill setting puts in less than an inch in the tub. What's wrong?”

When I use precision fill, it fills the machine to the appropriate level needed without me guessing whether I should select large or super. Try unplugging it and let it reset. I'm not certain that will work, but if not call the manufacturer. There may be an issue with your particular unit.
