Hi Shel. Yes, that is normal for HE mode operations(saves water/resources). I typically don't use auto level mode as I believe it's going to wear out the clothes faster. You can also set Low/Med/High/Super High according to your desires.

When set to Precise Fill, the washer automatically sense the load and adds the amount of water needed to ensure great cleaning results. This system requires less water while providing effective cleaning action. You may notice that the water level is lower than on your previous washer. This is normal. If you need more water for a particular load, select the Deep Fill option. Play Video: https://www.youtube.com/embed/CpfTCH8O-Ac?rel=0 - Press the Deep Fill button once before starting the cycle to add an incremental amount of water to the wash load. Holding the Deep Fill button for 3 seconds will provide the deepest fill level possible. The Deep Fill button can also be pressed after the washer has completed filling and is in the wash phase if additional water is desired. For reference, see page 13 of the Owner's Manual: http://products.geappliances.com/MarketingObjectRetrieval/Dispatcher?RequestType=PDF&Name=49-90576.pdf - Also, see "Loading the Washer" on page 15.
