Dripping water some from the soap tray is normal. The other problem I have not seen. You might need to call a technician.

If the washer drips water in to the tub even when it is not turned on, the water valve on the back of your washer may have failed. The valve may need to be replaced. For service, please schedule an appointment with GE Appliances Factory Service at GEAppliances.com: https://www.geappliances.com/ge/service-and-support/service.htm?ICID=GEARsupportflyout-service - We apologize for any inconvenience this may cause.
