• 90% sure the answer is yes, but haven't tried it on wifi only with no internet

• Yes you do have to connect it to the internet as it works through your wifi.

• Yes...you need to have wifi in the areas where the camera is.. And then, you need a data plan (or be in a wifi environment) on your phone/device to see the web cam.
