Yes, as long as the system is a low voltage model (operating at 24 volts). The Nest Thermostat E will still be a functional thermostat even without Wi-Fi. Also, you can either manually control the thermostat from the display or use the Nest app on your phone or tablet and control it remotely.

The thermostat does connect to WiFi to use the Nest app. In fact, install is much easier when you use the Nest smartphone app. Voice assistants aren't required to use this. Anything Alexa or Google Assistant can do, you can do in the Nest app.
