“I called best buy & asked if this is unlocked. they said its locked with verizon. I don't think it comes with just a sim card which we can be changed. Do you have any prior experience with this situation? Let me know.”

they are incorrect. Verizon does not lock 4g phones. FcC will not allow it.

Phones are locked domestically wise. So u can’t go from like Verizon to T-Mobile (some I think are compatible) and internationally it’s fine. That’s what I’ve heard.
