• Google Pixel Watch does not need its own line. Once you have paired with your phone and activated the 4G LTE option with a compatible carrier, Google Pixel Watch will share the same number as your phone.

• Yes but it depends on which carrier you go through. I switched to Google Fi with my Pixel phone and on the $50/mo plan they include the watch's connectivity for free. On other carriers I know that Tmobile charged me, same with Verizon. It is more of a carrier specific question.
