• Yes, the charger included with the GoPro can be used while the camera is recording if you have a USB outlet within your car. The cord itself isn't very long, so check out the measurements prior to purchase or setup .

• technically yes, but you should just get an actual dash cam for that purpose. if only using it for short distances, i.e. not long distance trips, it would be fine but you would have to delete the videos after each recording. it won't loop the video over and record over which would be more beneficial for a dash cam.
